Because the flag you burn is your property. You don't get to burn the flag I own or the one at the capitol.. that flag is not the driver's property.

But as a taxpayer, that road is the property he has paid for, so, in a sense, he is doing what he wants to his property. Did the taxpayers consent to having their property painted. It's political.
